Job Description
As an Executive, Programmes & Services, you will play a key non-clinical operational role reporting to the Manager, Programmes & Services. Deeply guided by the Eden Alternative model, you will champion resident-centred care initiatives that actively combat helplessness, loneliness, and boredom, while empowering frontline care staff.
You will take primary ownership of one of the team's core functional pillars (Programme and Volunteer Management, Care and Service Liaison, or Employee Wellbeing & Administrative Support) with opportunities for periodic job rotation across portfolios to broaden your professional development. Additionally, you will participate in driving Care Enhancement Projects and support regulatory compliance standards.
Primary Portfolio Responsibilities (Assigned / Rotational) - only 1 out of 3:
1. Programme and Volunteer Management Portfolio
● Co-create, curate and execute a wide spectrum of meaningful engagement activities and programmes tailored to the diverse needs of elderly residents, encompassing cognitive stimulation, physical activities, reminiscence activities, social recreational activities and intergenerational initiatives.
● Engage residents regularly to understand residents’ personal preferences, life history, and physical or cognitive limitations.
● Collaborate with care partners to integrate meaningful engagement into residents’ daily routines.
● Actively reach out to diverse external networks—including schools, corporate partners, religious groups, and community organizations—to build a robust volunteer pipeline and strong community partnerships
● Oversee the end-to-end volunteer lifecycle, including recruitment, vetting, orientation, skills and interests matching, training, ongoing engagement, appreciation and recognition (retention).
● Monitor, evaluate, and track resident participation, feedback and programme effectiveness to continually refine and refresh the social engagement calendar.
● Collaborate with multidisciplinary care teams to ensure all programmes are delivered safely and align with individual resident care plans.

2. Care and Service Liaison Portfolio
● Coordinate the end-to-end resident admission and discharge journey, delivering a compassionate, seamless experience for residents and their families.
● Facilitate comprehensive pre-admission counseling to set clear expectations and ease the transition into the nursing home environment.
● Administer and process government financial assistance applications, specifically under the Agency for Integrated Care (AIC) funding frameworks.
● Conduct structured financial reviews with residents, Next of Kin (NOK), and Medical Social Workers (MSWs) to assess financial health and establish sustainable payment arrangements.
● Serve as the primary coordinator for facility-wide service quality initiatives and feedback management, continuously driving high standards of care and support.
● Design, distribute, and analyze regular resident and family satisfaction surveys to gather actionable feedback for service delivery improvements.
● Collate quality metrics, compile operational data, and draft narrative submissions for key industry service excellence awards, such as the Singapore Health Quality Award (SHQA) and Community Care Excellence Awards (CCEA).
3. Employee Wellbeing and Administrative Support Portfolio
● Deliver comprehensive administrative and secretariat support to nursing team and division level working committees.
● Support clinical operations by driving standardisation and process improvements where necessary, liaising with external clinical service providers and medical transport arrangements, collating clinical quality indicators for reporting.
● Maintain all relevant resident related administrative information, records, collaterals and archival.
● Oversee dormitory management by conducting rigorous monthly hygiene, safety, and living standard audits for occupant accommodation, including follow ups from findings to ensure facilities, living conditions and hygiene standards are upheld.
● Ensure seamless staff onboarding and assimilation to welcome, support and integrate new team members into the organisational culture.
● Curate, organize, and execute team-bonding events and welfare activities that boost staff morale and foster a positive workplace environment.
● Act as the primary Employee Liaison to address non-clinical staff needs and facilitate smooth communication across care teams.
● Serve as the Learning and Development (L&D) coordinator for the unit, tracking staff training requirements and skill development needs.
● Ensure all team members participate in and complete mandatory courses and essential professional development programmes.
Secondary Responsibilities:
● Lead or support key quality and operational improvement projects assigned by the Manager to elevate resident care and operational efficiency.
● Assist the Manager in keeping and preparing accurate and updated documentation, workflow compliance, and administrative readiness for Ministry of Health (MOH) audits and licensing requirements.
● Participate in planned job rotations across functional pillars to build multi-disciplinary competency, support team cross-coverage, and drive personal professional growth.
● Any other duties as assigned by your supervisor.
Qualification
You should:
● Possess a Diploma or Degree in Healthcare Management, Social Services, Business Administration, Event Management, or a related field.
● Demonstrate strong organizational, interpersonal, and communication skills with a passion for working with elderly residents.
● Be adaptable, customer-focused, and eager to learn across multiple administrative and operational functions.
● Possess a collaborative mindset with the ability to work independently on assigned projects and cross-functional teams.
It would be great if you:
● Have 1–3 years of prior experience in eldercare, healthcare administration, community engagement, or case management.
● Are familiar with person-centered care models (such as the Eden Alternative), government financial assistance schemes, or regulatory standards in residential care.
