Job Description
We are seeking a high-caliber Senior Manager, Applications to join our Health Information Technology (HIT) team. This is a pivotal leadership role designed for an individual who can bridge technical expertise with strategic vision. The successful candidate will be responsible for overseeing and delivering the Solution Architecture for the One Senior Record (OSR) initiative, a critical component of our digital transformation.
Furthermore, this position is designated as the Deputy for the Head of IT. In this capacity, you will be part of a structured succession plan, supporting the Head of IT in driving organizational strategy and ensuring operational excellence across the department.
The Senior Manager, Applications will lead the implementation of technology solutions that directly impact patient and client outcomes. Primary responsibilities include:

OSR Solution Architecture: Oversee and deliver the end-to-end Solution Architecture for the One Senior Record (OSR) project, ensuring it meets clinical and operational needs.

Deputy Leadership: Support the Head of IT in strategic leadership and day-to-day operational management, facilitating long-term succession planning.

Cross-functional Collaboration: Work closely with the 4 track leads—Application Lead, Infrastructure Lead, Cybersecurity Lead, and EUS Lead—to ensure seamless integration and alignment across all technology domains.

Strategic Execution: Develop and execute comprehensive technology and innovation strategies aligned with the organization's mission and goals.

Systems Implementation: Lead complex application system implementations, focusing on integration, scalability, and operational excellence.

Stakeholder Collaboration: Partner with clinical, administrative, and technical teams to identify process improvements and design user-centric technology solutions.

Project & Resource Management: Manage detailed project plans, timelines, and budgets, while maintaining strong relationships with external vendors.

Governance & Compliance: Ensure all systems and processes comply with healthcare data privacy and security regulations, including MOH HCSE and HIB standards.

Qualification
The ideal candidate will possess a blend of technical depth and leadership maturity:

Education: Bachelor’s degree in Computer Science, Information Technology, or a related field.

Experience: Minimum of 5 years of senior program/project management experience within the healthcare or social sector, specifically focusing on applications and innovation projects.

Domain Knowledge: Strong understanding of healthcare operations, regulatory frameworks (e.g., MOH HCSE), and emerging technologies.

Leadership: Demonstrated leadership skills with the ability to influence and collaborate effectively with diverse stakeholders at all levels.

Technical Provenance: Proven track record of leading complex, large-scale application system implementations in a clinical or social care environment.
